Abstract
In this dissertation, we inquire about the objective quality level of recreational spaces available to children in the residences of the Minha Casa, Minha Vida – PMCMV program, located in the central zone of Rio de Janeiro. The objective of this study is to identify, analyze, and qualify these spaces based on their objective quality, while also observing possible subjective effects on children’s behavior and development. The Ismael Silva e Zé Keti residential complex, used as a case study, is characterized by buildings delivered under the PMCMV program during the duration of Ordinance MC 465/11, which ensures the existence of recreational spaces for children in PMCMV residences.
The methodology employed consists of a qualitative analysis system developed by Müller (2015), enabling the analysis of construction quality based on recreational quality guidelines. Additionally, the methodology is complemented by bibliographical and documentary review, analysis, observation of usage patterns, and post-occupancy evaluation of the built residences.
The results obtained confirm the hypotheses developed throughout this study: the recreational spaces provided by PMCMV do not include projects with specific strategies to stimulate children’s skills nor do they consider the potential effects of the built environment on children’s development and behavior. Ultimately, it is understood that the process of children’s spatial appropriation extends beyond planned recreational spaces; instead, it extends to available open spaces, contributing to a greater permanence of children in urban areas. This underscores that construction quality influences children’s behavior and development.
